The object of Toowoomba Churches Care is for the churches of Toowoomba to work together to provide public benevolent relief to those in serious need in the City of Toowoomba.

The Board

Jason Higlett

Jason has been the Cross Cultural Worker and Operations Manager at HumeRidge Church of Christ for the past 5 years. Born and raised in Toowoomba, he has been involved with HumeRidge for almost all of his life. He was a volunteer leader in the Youth programs for almost 18 years and also served as an Elder on the Governance Board for a number of years. Jason has a heart for Missions, whether that be overseas or here, locally, in the community of Toowoomba.

Jason has a trade in Diesel Fuel Injection, and, prior to joining the staff at HumeRidge, he worked in a number of leadership positions with Bunnings for 15 years. Jason is married to Emma, and together they have three adult children.

Helen McGrath

Helen has a long history of working in housing and homelessness organisations, ranging across Queensland government social housing to non- government charitable organisations, and more recently in aged care. Helen initially became involved in Winter Shelter in 2019 through her role as Manager of the Toowoomba Housing Hub, when it was clear that a solution was required for people who were rough sleeping in the streets of Toowoomba, with nowhere to stay to be warm at night during harsh winter months. Helen’s research into the Stable One shelter model in Victoria as an option was the catalyst for discussions between local community members and church leaders, leading to the establishment of a Winter Shelter in Toowoomba.

After leaving the Toowoomba Housing Hub, Helen has continued to volunteer with Winter Shelter over the past 3 years as a Project Coordinator.

Helen was born in Toowoomba and has a strong family connection with Our Lady of Lourdes Catholic Church. Helen is passionate about ensuring that vulnerable people are shown dignity, care, and compassion. She enjoys building partnerships with like-minded people, organisations and Churches who care deeply about supporting people who experience the despair of homelessness and making the world a kinder and safer place for all.

Dr Peter Rubie GAICD

Peter retired from his engineering career in 2019. This coincided with an approach by Lifeline Darling Downs to Belong Church, where he is a board member, to gauge interest in the Winter Shelter Toowoomba project. Peter put his hand up to help Lifeline establish the program and has been a Project Coordinator since that time.

Peter has a Doctorate in Professional Engineering and has held senior leadership roles throughout his career, he is also active on several boards. He is married to Julianne and is a proud father of 3, grandfather of 11, and currently great-grandfather of 1!

Rev Pauline Harley

Pauline has been Rector of Toowoomba West Anglican Parish (St Alban’s in Newtown and St Augustine’s in Rockville) since January 2019. Pauline is involved in a number of different groups and charities. Pauline is the local Anglican Area Dean for the Toowoomba Deanery and board member of The Toowoomba Minister’s Association. Pauline has a passion for homelessness due to herself being homeless as a teenager.

Prior to ordination as an Anglican Priest Pauline served as an administrator for a church on the Gold Coast for 15 years. Pauline is married to Peter and between them they have three adult children and two grandsons.

Rev Daniel Wallis

Rev. Daniel Wallis has been the Senior Pastor at STBC for the last 14 years and has been involved in Winter Shelter Toowoomba since its inception. He has held positions on local and international boards, including Transform Aid International and Baptist World Aid Australia. He has a passion for helping the vulnerable and marginalised through direct support, advocacy, and promoting inclusivity. Being a board member of Toowoomba Churches Care and a Venue Coordinator for Winter Shelter Toowoomba has given him the opportunity to engage those who need care and support in a practical way in his own city.

Outside work, he is married to his best friend Kate, is a dad of two beautiful daughters, is a keen adventure hiker, and loves to fish.
